HKEX released consultation conclusions on proposals to enhance the competitiveness of Hong Kong's listing regime, with UBS expecting the city's IPO market to remain vibrant through 2026.
"The optimization measures will reinforce Hong Kong's attractiveness as an international fundraising hub and fortify its position as a leading global financial center," UBS said in a note, calling the development highly positive for the exchange operator.
The reforms will encourage more international issuers to consider Hong Kong as their primary listing venue, supporting sustained market growth and further diversification, the broker said. UBS expects more high-quality companies from Mainland China, Asia and other international markets to pursue listings in Hong Kong in the second half of 2026, with the IPO market remaining active throughout the year.
HKEX shares fell 1.8% on the day of the announcement, with short selling reaching HK$388.8 million, or 22% of total turnover. CICC expects HKEX's second-quarter net profit to rise 13% year over year, according to a separate note, and maintained its outperform rating on the stock with a raised earnings forecast. The brokerage's projection points to continued earnings momentum for the exchange operator as rising trading volumes and listing activity boost transaction-related revenue.
The consultation conclusions mark the latest step in HKEX's efforts to modernize its listing framework as competition from other global exchanges intensifies. The proposed changes aim to attract a broader range of issuers, including those from emerging industries and international markets beyond Greater China, potentially broadening the exchange's issuer base and reducing its reliance on mainland Chinese companies.
