Lightning Labs on July 30 launched a dedicated website for its L402 protocol, a Bitcoin payments standard built on the Lightning Network that lets machines pay each other fractions of a cent without human intervention. The site arrives as the Linux Foundation-backed x402 Foundation — which uses the same HTTP 402 payment-required mechanism — announced 40 member organizations including Visa, Mastercard, American Express, Google, Coinbase, Circle, Stripe, AWS and Cloudflare.
"The internet was built for humans, but machines now account for 59.4 percent of all web traffic, according to Cloudflare," said Shone Anstey, CEO of LQWD Technologies Corp., a Lightning Service Provider that has routed more than 2.8 million payments across 18 countries. "Credit cards and bank transfers were designed for human-paced commerce. When agents pay each other automatically, the volume runs far past what card networks were designed to handle."
The L402 protocol uses an HTTP 402 "payment required" response code, allowing AI agents to pay other agents or services for compute, data or API access without manual wallet management. Settlement occurs on the Lightning Network in seconds, with fees paid in satoshis — the smallest unit of Bitcoin — on each transaction. LQWD, which holds roughly 267 Bitcoin debt-free and deploys a portion on Lightning to earn routing fees, launched its own AI Launchpad in April to let autonomous agents join the network in minutes at no cost to operators.
The push into machine-to-machine payments marks a structural shift for Bitcoin beyond its store-of-value narrative. On the XRP Ledger, a competing x402 implementation processed 1.43 million autonomous AI agent transactions as of July 22, a 127 percent increase since the protocol was embedded on June 9, with 129 merchants settling 4,463 XRP and 1,895 RLUSD through machine channels. Casper Network also launched an upgraded csprUSD stablecoin on July 29, built for x402 micropayments, with the network reducing minimum transaction costs to 0.1 CSPR — a fraction of a cent — to make agentic micropayments economically viable.
The x402 Foundation's multi-chain push
The x402 Foundation, operating under the Linux Foundation umbrella, is standardizing the HTTP 402 payment protocol across 14 blockchains, where transactions have already totaled more than 160 million. Ripple joined the foundation and expanded the XRPL AI Hub, a dashboard tracking x402 payment activity, developer tooling and AI agent integration support. RippleX's head of engineering, J. Ayo Akinyele, projected the network could process between 10 million and 100 million agentic transactions within two years.
McKinsey estimates agentic commerce — where AI agents shop and transact on people's behalf — could reach $3 trillion to $5 trillion globally by 2030. For Lightning Labs, the L402 site positions Bitcoin's payment layer as the default settlement rail for that economy, competing with XRPL, Casper and other blockchains building similar infrastructure. LQWD's Anstey said the transaction volume required for machine commerce will reach "billions per second, not millions," requiring a network that can move at the speed of intelligence.
