Russia's foreign ministry announced on May 25 that it will begin systematic strikes on military-related facilities in Kyiv, a significant escalation that threatens to draw the conflict into a new and more destructive phase. The warning, conveyed by Russian Foreign Minister Sergei Lavrov to U.S. Secretary of State Marco Rubio, has put global markets on high alert for a potential risk-off event.
"In response to the continuing terrorist attacks by the Kyiv regime against the peaceful population and civilian sites on Russian territory, Russia's armed forces are starting systematic strikes on facilities located in Kyiv that are used for the needs of the Armed Forces of Ukraine," the Russian Foreign Ministry said in a statement.

The jet-powered drone is designed to counter Ukrainian interceptors and features a redesigned airframe with improved aerodynamics. It can reach speeds of 300-500 kilometers per hour and carry a high-explosive or thermobaric warhead of up to 90 kilograms, with a range of 450 kilometers.
According to HUR, the drone utilizes Chinese-made turbojet engines, highlighting the international supply chains involved in Russia's war effort. The agency warned that such weapons used in Ukraine could later be deployed elsewhere, calling for tighter controls on dual-use technology. The strikes on Kyiv have already taken a toll on the city's cultural heritage, with monitoring groups documenting over 4,300 cases of damage or destruction to cultural sites since the war began.
Diplomatic Fallout and Market Reaction
During the phone call with his U.S. counterpart, Foreign Minister Lavrov accused European leaders and the Ukrainian government of undermining understandings previously reached between Russia and the United States. While both sides reaffirmed a willingness to improve the functioning of their diplomatic missions, the direct warning of intensified military action marks a severe diplomatic escalation.
Market participants are now pricing in a higher geopolitical risk premium. The escalation is likely to cause a significant risk-off event, potentially sending the VIX, Wall Street's "fear gauge," sharply higher.
