Canada's C$195 million loan to Xanadu Quantum Technologies, the largest government investment in quantum manufacturing in the country's history, will fund a Toronto photonics plant aimed at scaling components for fault-tolerant quantum computers.
"Building utility-scale quantum computers will require a new generation of highly specialized manufacturing capabilities," Chief Executive Officer Christian Weedbrook said.
The federal loan, announced Friday through the Strategic Response Fund, forms the federal portion of up to C$390 million in potential government funding Xanadu disclosed in March. The company expects to finalize an agreement for the remaining up to C$195 million from Ontario's provincial government soon. The 158,000-square-foot facility, named "Inception," is expected to create up to 275 jobs, with repayments tied to a percentage of future revenue, Weedbrook said.
The funding comes months after the Trump administration announced plans to take $2 billion in equity stakes across nine quantum computing companies to maintain U.S. leadership. Xanadu, whose customers include AMD and Tower Semiconductor, listed on the Nasdaq in March after a blank-check merger.
Xanadu is building a quantum computer that uses photonics, the light-based technology behind fiber-optic internet cables. Its system is designed to operate at room temperature, a different approach from rivals such as IBM and Google that cool their qubits to near absolute zero to reduce errors. The company's computer is not yet commercially available; quantum machines remain prone to errors because of their sensitivity to disturbances including sound.
Quantum computers capable of solving commercially valuable problems cannot be built from off-the-shelf parts. They depend on manufacturing capabilities that do not exist at scale today: heterogeneous integration of photonic chips, photonic integrated circuit packaging, wafer-level semiconductor testing and measurement, and quantum module assembly. The Inception facility will house cleanrooms and equipment for high-precision quantum hardware, including round-the-clock test and measurement and heterogeneous integration, a process for combining diverse photonic components onto a single chip. Xanadu will integrate specialized tooling from ASMPT, Bluefors, DISCO, EVG, FiconTEC and MPI, and will operate its Systems Integration and Operation Centre there, where quantum modules are assembled and verified before installation into server racks.
The capabilities extend beyond quantum computing. Advanced photonic packaging, heterogeneous integration and wafer-level test infrastructure are foundational to telecommunications, artificial intelligence hardware and sensing, segments at the center of the fastest-growing parts of the global semiconductor industry.
The investment positions Canada alongside the United States and other governments pouring public money into quantum research. For Xanadu, the facility provides a manufacturing base that most quantum startups lack, a structural advantage as the industry moves from laboratory experiments toward commercial systems.
Xanadu shares trade on the Nasdaq and TSX under the ticker XNDU. The government-backed funding reduces the capital burden of building manufacturing capacity that no off-the-shelf supplier provides, giving the company a vertically integrated path from chip to system. The loan's revenue-linked repayment structure ties the government's return to Xanadu's commercial progress, lowering near-term cash pressure as the company works toward fault-tolerant quantum computing.
