President Trump abandoned his proposed 20% toll on Strait of Hormuz cargo less than 24 hours after announcing it, replacing the fee with trade and investment commitments from Gulf states.
Trump's rapid reversal on the 20% "reimbursement fee" — criticized by shippers and analysts as impractical — sent WTI crude sliding $0.55 to $78.36 a barrel within five minutes of the announcement, as traders priced out an immediate supply-cost shock.
"Based on highly productive conversations with Middle East leadership, I have decided to replace the 20% United States Reimbursement Fee with Trade and Investment Deals that the various Gulf States will be making into the United States," Trump wrote on Truth Social. "Those Investments will be MASSIVE but, at the same time, extraordinarily good for them, and their future."
The president said the Strait of Hormuz — through which about a fifth of the world's traded crude oil and natural gas flows — is now open to all shipping except vessels coming from or going to Iranian ports. A full naval blockade on Iranian cargo takes effect at 4 p.m. EDT Tuesday, according to U.S. Central Command. The U-turn came as the U.S. military launched fresh strikes against Iranian coastal defense systems, missile sites and maritime capabilities in Bushehr, Chah Bahar, Jask, Konarak, Abu Musa and Bandar Abbas. Iran retaliated by targeting two UAE-flagged tankers — the Mombasa and Al Bahiyah — killing one mariner and wounding eight, the Emirati Defense Ministry said. A Stolt Tankers vessel also came under attack off Oman, sparking an engine-room fire.
The collapse of the toll plan leaves the broader 60-day interim ceasefire in tatters less than halfway through its term. The deal was meant to pause hostilities, reopen the waterway and give negotiators time to reach a permanent accord addressing Iran's nuclear program. Instead, tit-for-tat strikes have resumed across the Gulf, with Iran also targeting Bahrain and Jordan. Brent crude rose to a one-month high above $87 a barrel Tuesday, still well below the nearly $120 peak reached at the height of the war in April but threatening to push energy costs higher globally.
The proposed 20% levy would have amounted to roughly $30 million for a fully loaded oil supertanker, according to Bloomberg calculations, and was dismissed by shipping executives as unworkable. Trump's alternative — unspecified trade and investment deals with Gulf monarchies — echoes commitments he secured during a Middle East visit last year, though it remains unclear whether Tuesday's announcement represents new pledges.
The U.S. blockade on Iranian shipping marks a return to the strategy Washington pursued in April before the interim deal took effect. Under that agreement, Iran had consented to free passage through the strait for 60 days, leaving the question of future tolls unresolved. Tehran has long asserted its right to manage traffic through the waterway, a position the U.S. rejects under freedom-of-navigation principles.
Pakistan-led mediation is working around the clock to revive the ceasefire, according to two regional officials who spoke on condition of anonymity. Meanwhile, separate U.S.-brokered talks between Israel and Lebanon over Hezbollah's disarmament are scheduled to resume in Rome, though their fate is tied to the broader U.S.-Iran standoff.
The last time the U.S. imposed a full naval blockade on Iran in April, Brent crude surged 8% in the first week before retreating as diplomatic channels reopened. The current escalation carries similar supply-risk premiums, though the rapid policy reversal on tolls has introduced a new layer of unpredictability into Gulf markets.
